I kinda like both, but if I had to choose- I think he doesn’t have a physical body of his own.

I see him as a possessing demon, but with ability to use electricity. He can manifest though, we’ve seen him next to Jack. I don’t think he’d want a permanent body, they age and decay, if he possesses he can always get a fresh host if needed.
