How about a group of raiders that helps people, instead of hurting them. Full on Robin Hood style. Like the leader found a Robin Hood book and was like “holy shit hell yeah doing it” and got raiders from a bunch of different groups to join and help around the Commonwealth but they look just as scary and bad ass as the rest of the raiders.
